EXPERIENCE IN PROVIDING PUBLIC SERVICES TO THE POPULATION IN DEVELOPED COUNTRIES

Abstract

This article analyzes the civil service system mainly from the example of two
countries: first, Western democracies with developed bureaucracies (continental
countries of Western Europe) and democracies with a labor model of public service
(Anglo-Saxon countries). The article also discusses the impact of political systems,
political regimes, and political change on the institutionalization and institutional
change of the civil service in different national systems.
